Blah, it's still a good pc, can run any game. You said you can't find the specs I said for 700€, so here you go

IMHO you can save money on WaterCooling which is really expensive and replace it with a solid fan.
As everybody said you don't really need a 24gb ram,and also you can go for an i5 instead of an i7 which is really expensive.
I don't know what's your target but a 700 category Geforce card are High performace card maybe you can take a 500 category?
